Role Definition
Report to Project general Manager/Project manager, the planning engineer is responsible for leading and coordinating all project support services — including cost control, planning & scheduling, document control, procurement support, logistics, and administrative services — to ensure smooth project execution. This role acts as the bridge between the technical project team and the corporate support functions, ensuring contractual and operational requirements are met in a timely, cost-effective, and compliant manner.
Key Responsibilities
1. Project Support & Coordination

Manage all project service functions (planning, document control, logistics, and procurement support) for subsea piping scheme within offshore scope and hookup with the off/pn shore facilities.

Coordinate project service teams during EPC/EPCIC phases (Engineering, Procurement, Construction, Installation, Commissioning).

Develop and maintain the Project Services Execution Plan in line with company and client requirements.
2. Cost & Budget Management

Oversee project cost control and forecasting activities.

Monitor project budgets, track expenditures, and identify cost variances.

Ensure timely preparation of cost reports and financial updates to the Project Manager.
3. Planning & Scheduling

Supervise the preparation and maintenance of detailed project schedules (engineering, procurement, construction, and commissioning).

Integrate subcontractor schedules into the master project schedule.

Monitor progress and highlight deviations or risks to timely completion.
4. Procurement & Contracts Support

Work closely with the procurement team to ensure timely delivery of materials, equipment, and services.

Support contract administration, including review of commercial terms, tracking variations, and monitoring contractor performance.

Ensure vendor documentation and records are maintained as per quality and contractual requirements.
5. Logistics & Offshore Coordination

Coordinate mobilization and demobilization of personnel, materials, and equipment to offshore and onshore sites.

Oversee marine logistics, customs clearance, and transportation arrangements.
6. Document Control & Reporting

Oversee project document control systems ensuring proper document flow between client, contractors, and internal teams.

Ensure compliance with contractual submittal requirements.

Prepare and issue weekly/monthly project service reports to management and clients.
7. HSE & Compliance

Ensure all project services activities comply with company HSE standards, client requirements, and local regulations.

Promote a safety-first culture within the project services team.

Project Phases responsibility distribution
Planning: Develop Subsea piping scheme within the overall program Master Schedule and Capital cost Ledger sections related, Plan offshore logistics, crew rotation,and material shipments.
Execution: supervise document control, and procurement support team, Coordinate offshore service delivery vessel scheduling and simultaneous operations [SIMOPS]requirements
Monitoring: Track cost and schedule performance, manage reporting, Monitor Offshore execution against plan
Compliance: Ensure adherence to project procedures and contractual deliverables, ensure offshore compliance with Employer & regulatory requirements
