Project scope
The assignment covers the engineering and offshore execution witness phases of a subsea pipeline decommissioning project off the coast of Gela, Sicily. The pipeline to be removed contains asbestos, introducing specific regulatory, procedural, and HSE constraints that must be fully integrated into the installation engineering methodology from the earliest stages. The Installation Engineering Manager leads a four-person engineering team - comprising structural, lifting analysis, and drafting resources - and is the primary technical authority for the removal scope.
The assignment runs from June 2026 through to the end of October 2026, covering the engineering development phase and the offshore operations phase. The engineering scope covers method statements, lift studies, and execution planning ahead of the September 2026 operations start. The offshore operations phase requires the Installation Engineering Manager's presence at Gela for witness of the removal operations through to completion in October 2026.
⚠ This scope involves the removal of an asbestos-containing pipeline. Candidates must be fully aware of and experienced with the regulatory and procedural constraints applicable to asbestos-containing subsea assets. HSE compliance and regulatory coordination are core elements of the engineering scope.

Role overview
To lead the installation engineering team on the pipeline removal project - developing the full engineering methodology, managing the structural, lifting analysis, and drafting resources, and ensuring all documentation is produced to the required standard and schedule - through to offshore witness of the removal operations at Gela in September - October 2027.
Reporting line: You will report to the Project Manager and act as the primary technical interface for installation engineering, leading a team of three engineers and interfacing with the client, regulatory authorities, and offshore operations teams throughout the project.
Key responsibilities
Installation engineering management
• Lead and manage the installation engineering team: structural engineer, lifting analysis engineer, and draftsman
• Develop and own the installation engineering methodology for the removal of the asbestos-containing pipeline
• Oversee production of all installation engineering documentation: method statements, installation procedures, rigging studies, and execution plans
• Ensure full integration of asbestos regulatory requirements and HSE constraints into the engineering methodology from the outset
Lifting & marine operations engineering
• Lead the development and review of lifting studies and marine lifting analysis for the pipeline removal operations
• Define and validate rigging configurations, lift plans, and associated structural checks in coordination with the lifting analysis engineer
• Ensure all lifting and marine operations are engineered to applicable standards and client requirements
Cross-discipline coordination & client interface
• Interface with the client's project management team, regulatory authorities, and the offshore operations team throughout the engineering phase
• Coordinate engineering inputs from structural, lifting, and drafting disciplines to ensure consistency and schedule compliance
• Support preparation of regulatory submissions and authority approvals as required for the asbestos removal scope
Offshore witness
• Attend offshore at Gela, Sicily during the removal operations phase (September - October 2026) as the installation engineering representative
• Provide technical oversight and engineering support during offshore execution - resolving field engineering queries and ensuring operations are executed in accordance with approved procedures
Key deliverables
• Installation engineering methodology and procedures for pipeline removal delivered on schedule and to the required technical standard
• Lifting studies and marine lift plans completed and validated in coordination with the lifting analysis engineer
• Full suite of installation engineering documentation produced for all phases: engineering, procurement, and offshore execution
• Regulatory and HSE requirements for asbestos removal fully addressed in all engineering documentation
• Offshore witness duties performed at Gela throughout the removal operations phase
Requirements
Education
• Engineering degree in mechanical, structural, naval, or related offshore engineering discipline
Experience
Must-have:
• Proven experience as Installation Engineering Manager or Lead Installation Engineer on offshore pipeline or subsea decommissioning / removal projects
• Strong experience in marine lifting operations engineering - lift studies, rigging analysis, and marine lift plan development
• Experience leading and managing a multidiscipline installation engineering team
• Offshore witness experience during marine removal or installation operations
Nice-to-have:
• Experience with asbestos-containing subsea assets or equivalent hazardous material decommissioning scopes - strongly preferred given the specific regulatory constraints of this project
• Familiarity with Italian offshore regulatory framework and Mediterranean operational environment
• Previous experience on Mediterranean EPCI projects
Technical skills
• Deep knowledge of offshore installation engineering methodology: pipeline removal, lifting, rigging, and marine operations
• Proficiency in reviewing and validating lifting analysis, structural checks, and rigging configurations
• Ability to develop and manage installation engineering documentation packages to EPCI contractor standards
• Understanding of HSE and regulatory requirements applicable to asbestos-containing offshore assets
