Project scope
As Project Manager of a strategic grid-planning initiative, you lead the end-to-end coordination and delivery of a programme to harmonise the timelines, processes, expectations, assumptions and contents of all national electricity grid development plans - across the transmission system operator's federal and regional plans and the distribution system operators' investment plans - ensuring coherence across all planning layers. You design and implement the governance required to align transmission and distribution operators into a synchronised, cross-system planning framework, and drive the legislative and regulatory adaptations needed to embed the harmonised approach. Hybrid, based in Brussels.
Required Qualification
Role overview
To lead a strategic programme harmonising national grid development planning across TSOs, DSOs and regulators, delivering a synchronised planning framework and the governance and regulatory changes to embed it.
Reporting line: You will lead the programme end to end, engaging internal experts, TSOs, DSOs, regulators and authorities.
Key responsibilities
Programme leadership
Orchestrate the alignment of planning cycles, milestones and governance processes across TSOs, DSOs and regulatory interfaces
Identify and resolve structural inefficiencies, inconsistencies and interdependencies between planning approaches
Framework and governance
Define and implement a unified planning framework, balancing operational constraints, regulatory requirements and long-term system needs
Drive the identification and advancement of the legislative and regulatory adaptations required to embed the harmonised approach
Stakeholders and delivery
Facilitate cross-organisational collaboration and ensure effective stakeholder engagement at all levels
Safeguard delivery against agreed milestones and strategic objectives
Key deliverables
Detailed scoping, project organisation and governance set up (Q3 2026)
Blueprint design validated by the system operators, with roadmap and required legislative changes (end 2026)
Agreement reached with regulators and authorities (Q1 2027)
Legislative changes to fully align timelines advanced (end 2027 to Q1 2028)
Requirements
Education
Degree in a relevant discipline; senior profile with extensive strategy and energy-planning experience.
Experience
Must-have: Senior profile with extensive experience in strategy and energy planning
Must-have: Extensive stakeholder management, able to build a compelling story and convince internal and external stakeholders
Must-have: Proven ability to manage and plan work independently
Nice-to-have: Ability to conduct interviews and synthesise collected information into detailed process improvements and scenarios
