Description
About the client
Our client is a confidential major French gas transmission system operator (TSO) delivering infrastructure projects on gas transport and storage sites, in interface with a gas storage operator. Established project, operations and HSE teams support the safe execution of works to strict health, safety, environmental and quality standards.
Project scope
The assignment provides a senior HSE supervisor to ensure the on-site HSE supervision of works at the Gournay-Cuvilly site, covering several concurrent infrastructure projects in interface with a gas storage operator. Under the operational authority of the site engineer, the supervisor safeguards the coherence of the HSE management system, verifies application of the HSE plan and the storage operator's procedures by the client's team and contractors, animates site safety, audits and analyses HSE events, and maintains HSE reporting. Onsite until 31 October 2026, with possible extension.
Required Qualification
Role overview
To supervise HSE on site, ensuring the HSE plan and applicable procedures are applied by the team and contractors, animating safety and reporting to the site engineer.
Reporting line: You will report to and operate under the authority of the site engineer, interfacing with the HSE referent, the storage operator's HSE and operations teams, the CSPS and contractors.
Key responsibilities
HSE management and compliance
Safeguard the overall coherence of the HSE management system (with the HSE referent's support) and verify application of the HSE plan and the storage operator's procedures by the team and contractors
Review the HSE aspects of tender dossiers, offers and contractors' execution documents, and write or verify the client's HSE procedures and instructions
Site animation and audits
Organise site audits and HSE meetings, propose safety flashes and HSE talks, and animate site safety (talks, challenges, displays)
Deliver safety inductions, participate in VIC and PPSPS with the CSPS, and challenge contractors on their HSE objectives
Analysis, reporting and interfaces
Author HSE event analyses (SARA/OST) and participate in operator-led analyses; maintain the site HSE register and action plan
Produce the monthly HSE reporting to the site engineer and interface with the operator and dedicated HSE teams; analyse the safety of contractors' operating methods with the supervisors
Key deliverables
HSE plan and applicable procedures applied by team and contractors, verified on site
Site audits, HSE meetings, safety animations and inductions delivered
HSE events analysed (SARA/OST); HSE register and action plan maintained
Monthly HSE reporting produced for the site engineer
Requirements
Education
Technical / HSE background suited to industrial and gas site supervision.
Experience
Must-have: Senior HSE supervision experience on industrial / energy construction sites
Must-have: Knowledge of HSE management systems, HSE plans, PPSPS and site safety animation
Must-have: Analysis of contractors' operating methods and HSE events
Nice-to-have: Experience on gas transport / storage sites and ATEX environments
Certifications
Valid site safety and access qualifications for a gas / industrial site (to be confirmed with the client)
Electrical habiliation : B0, H0V.

HSE site supervision, audits and event analysis (SARA/OST)
HSE plans, PPSPS, and contractor HSE performance management
Soft skills
Rigorous, safety-driven and hands-on, comfortable animating safety with contractors
