MERO 4
The Mero field is the third largest in the pre-salt and is located in the Libra area, operated by Petrobras (40%) in partnership with Shell Brasil Petróleo Ltda. (20%), TotalEnergies EP Brasil Ltda. (20%), CNODC Brasil Petróleo e Gás Ltda. (10%), CNOOC Petroleum Brasil Ltda. (10%) and Pré-Sal Petróleo S.A. (PPSA), which is the manager of this contract.
Production of the first definitive Mero system (Mero 1) is scheduled to start in 2022, through FPSO Guanabara, followed by Mero 2 (FPSO Sepetiba), in 2023, and Mero 3 (FPSO Marechal Duque de Caxias), in 2024.
Role Definition
A. ROLE & DUTY
The scope is limited to a function within the integrated Project Installation Engineering team in execution.
B. RESPONSIBILITIES
· Participate to:
- Project progress meeting,
- Engineering co-ordination meetings
- Interface meetings with Sub-Contractors
- Technical review meeting (concerning Procurement, Engineering, Fabrication, Operation, Interface)
- HSE/HIRA meetings
- External Interfaces meeting (technical support only)
· In charge of:
- Issue, update and follow-up of the Installation Procedures, Check lists and other Reports for the dedicated Scope
- Issue, update & follow-up of the Transportation Technical Dossier, Check lists and other Reports
- Technical support for Spread & Equipment Engineering (drawings, SOP, layout…)
- Issue, update & follow-up of the Rigging Data Books & Installation Aids MTO lists
- Issue, update & follow-up of the System (package) Description table
- Follow-up of the Installation Analyses
- Interface with dedicated Structural Engineer for structural checks review
- Follow-up of Installation Aids design
- Project operation report
- Assistance and follow-up of lifting analyses
· Managing, Leading:
- Issue/manage, update & follow-up of all Installation Engineering documentation & deliverables
- Installation Engineering development and studies
- Management of the Drafting, Analysis, Naval and Structure priorities to comply with the general Master Document Register
- Initiate all the equipment, installation aids & material documentation
- Organise and reporting of the Operation Review (regular basis and specific subjects)
- Specify and follow up of the equipment, installation aids & material, including associated documentation
- First Issue of Time estimates, detailed Operation schedules, transportation schedules
- Technical support for any presentation
- Coordination and follow-up of the ROV Accessibility and Clash studies
- Review, update & follow-up of the Technical Qualifications and Deviation Request
- Review of the contract, the Qualifications, the Clarifications and Specifications for both Saipem and interfaces
· Reporting, Monitoring, Follow-up:
- Issue, update & follow-up (weekly basis) of the Installation Engineering Master Document Register
- Estimation & request of Installation Engineering resources dedicated to his scope based on Budget & MDR
- Follow-up of man-hours budget planned vs. consumed dedicated to his scope
- Formal reporting (action, progress, deviation, development, issues & concerns)
- Organise and reporting of status, progress and coordination meeting dedicated to his scope on a regular basis (based on a clear MOM and action list).
C. INTERFACES
· Design:
- Follow-up, gather and comment documentation regarding installation engineering interfaces
- Provide the input data as needed for the design engineering
- Issue, update & follow-up of Installation Engineering Design constraints & criteria documentation.
· HSE:
- Support for Risk Assessment on installation principle and follow-up of corrective actions
· Installation:
- Ensure that the equipment, installation aids & material requirements are well transmitted and received through a turn-around file (e.g.: Material List)
- Populate the Operations Schedules & Time Estimates following the methodology progress
- Technical support for Spread & Equipment definition within his Installation Engineering competencies
· Assets:
- Point of Contact between Assets & Installation Engineering
· Fabrication:
- Review of the Manufacturer testing procedures and reports (FAT, SIT/OT). When required provides input to SIT/OT procedures
- Technical approval of the SIT/OT report
- Integration of the Fabrication data book (QC report, certificates) in the Installation Aids data book
· External Interface:
- Manage and gather data to feed and follow-up interfaces
· Subcontract-Procurement:
- Manage, follow-up, gather and comment documentation regarding installation engineering interfaces
- Update and revise the Installation Engineering drawings following the supplier, manufacturer, sub-contractor documentations
- Issue, update & follow-up of the Technical Bid Evaluations within his Installation Engineering competencies
- Review of the Subcontractor/Supplier testing procedures and reports (FAT, SIT/OT). When required provide input to SIT/OT procedures
- Review of Subcontractor technical documentation (e.g. procedures, reports) and provide input data as required within his Installation Engineering competencies
- Issue, update & follow-up of the Rigging & Installation Aids specifications
D. MISSIONS
· Onshore preparation:
- Under the authority of the Installation Engineering Manager, he shall ensure or delegate:
- Technical support for check list completion
- Witness of critical SIT or OT operation, no approval authority
- Assistance to load out final approval (CB release) for the non-regular configuration
- Point of Contact for the Engineering and Installation change support
- Participation to daily meeting (if required) and to specific technical meeting
- Point of contact between the Construction Yard and the Project Engineering team in office in order to provide engineering assistance (in case of changes or site queries)
- Gather relevant data for the SIT reports; ensure that procedures or drawings modifications highlighted during the SIT or load-out are properly included in Engineering documentation.
- Respect of the safety rules dedicated to his function and presented by the Onshore Safety Officer
· Offshore operation:
- Under the authority of the Installation Engineering Manager, he shall ensure or delegate:
- Availability of the necessary engineering documentation within his area of responsibility
- Technical support related to installation within the project scope
- Technical support for the Check List completion, witness no approval authority
- Technical support to the vessel management for the realization of the offshore works (during both preparation and operation follow-up)
- Technical assistance for modification of the procedures on board for operational reasons (e.g. sites queries, contingency cases, etc)
- Support for Operation presentation to the crew
- Technical support for the specific scope of work of the different discipline on board (Survey/Posit, ROV, Marine, Lifting…)
- Assistance to pre-job meeting for the critical steps of the operations
- Attend to the Project daily meeting when required
- Point of Contact for the Engineering and Installation change support
- Collect all info required for the Installation Eng REX (as-built schedule, DPR, implementation of change…)
- Respect of the safety rules dedicated to his function and presented by the Offshore Safety Officer
Qualification
- English mandatory
- Experience on similar job
- Bosiet & MFC
- Have experience with frameworks and offshore installations / Shore pull and offshore operations (desirable).
- SAP system experience (highly appreciated).
- Ability to manage/ Interface with project discipline engineers / ASSET department as and when required.
- Fluent English
